Following the accident at TMI, and aside from the great fears “generated” by it, a host of problems began accumulating for the nuclear power industry—involving everything from poor plant design (as Seth commented in the 914th session for Chapter 7 of Dreams), to enormous cost overruns and the fear of default on bond issues, shoddy construction and quality control, human and mechanical error, the disposal of radioactive waste, conflicts with antinuclear and environmental groups, arguments over evacuation plans at various nuclear-plant sites, a greatly expanded list of steps (numbering in the thousands) that the NRC is compiling for utilities to take in order to increase the safety of their plants, and even governmental concern over the possible manipulation and falsification of plant safety records. Ruburt wanted to have a strong emotional nature in order to relate with other people, and yet also wanted to control and focus that nature so that it would also be directed toward his purpose. [...]

In the public mind, it made little difference whether the devil or tainted genes condemned the individual to a life in which it seemed he could have little control. [...]

As emotional storms may be the result of a lack of discipline or of knowledge, or of control of one or more portions of the self, bringing about a corresponding exaggeration or growth of other portions of the self, so also erratic physical storms come from the same causes on a collective basis, but with the energy directed outward and often turned to a constructive purpose. [...] Not that we wanted or needed conscious control—but why didn’t we have the conscious visual knowledge of the workings of our various bodily parts, be they heart, liver, or whatnot?

[...] He was not sure enough of his new world; he was still enough a part of the old one so that he often saw his life and abilities through the eyes of the “old world inhabitants” — the others who might scorn him, or set him up for ridicule.¹³ They represented portions of his own psyche still at that level of consciousness, not having quite assimilated the greater knowledge or experience, so he felt he needed protection — the protection that would … cleverly … serve all of his purposes, allowing him to go ahead as he wanted to … that would keep him at home working, and yet also serve as a control against too much inner spontaneity until he learned that he could indeed trust the new world of experience.

Jane had to renew her very strict control each time she tried to transmit long data, however; I could see that otherwise she’d slide into an extremely slow delivery. [...]
